What the research found

The published executive summary describes research with thirty tenants and thirty-five registered social landlords, conducted between December 2025 and March 2026. These qualitative findings explore experience; they are not a representative measurement of compliance across the sector.

Tenants described variable follow-through, inconsistent written summaries and occasions when vulnerability was not recognised. Clear updates and visible progress mattered, while meeting an initial deadline without a lasting resolution could leave residents dissatisfied.

Landlords reported stronger governance, specialist teams and closer case tracking, but also difficulties with definitions, workforce capacity, contractor costs and systems. The findings describe both organisational improvements and unresolved delivery problems. This summary concerns the published executive summary, not an unseen longer report.
