What the submission proposes

The submission argues that Northern Ireland should put homelessness prevention on a stronger statutory footing and improve cooperation between public bodies. Housing Rights proposes a cross-sector review group with input from people who have experienced housing difficulties.

It examines pressures on private renters, low-income homeowners and social tenants, and argues for investment in early intervention. Its housing-quality recommendations include improved hazard assessment and an Awaab’s Law-style measure for private renting.

Those are the organisation’s proposals, not a statement that English repair deadlines already apply in Northern Ireland. The cover dates the submission December 2025. Its executive summary and recommendation 9.19 provide the basis for this overview.
