What the initial findings said

The regulator requested information after the coroner’s report into Awaab Ishak’s death. It found many landlords were taking action, while others supplied information too weak to provide assurance about how problems were being identified and addressed.

The publication highlights refreshed stock data, triage, understanding individual tenants’ needs, investigation of causes and oversight by boards or councillors. Poor information prompted further scrutiny; the regulator expressly notes that a poor submission did not automatically prove a poor service.

Its prevalence estimates were based on inconsistent landlord returns and carried limitations. They describe the evidence available in early 2023, not the extent of damp and mould today. The publication also predates the later Awaab’s Law timetable.
